Petrobras, Brazil's state-owned oil company, has begun privatization efforts intended to elicit foreign exploration and production investment. Revisions to Brazil's constitution would allow participation by foreign oil companies in the development of hydrocarbon reserves in conjunction with Petrobras. Indications from the government of Brazil are that the northern offshore basins may be the first areas opened to foreign investment.
